a cat to dangle

we all have a cat to dangle
over the heads of our foes
to threaten them with
all the consequence
(metaphorically, I suppose)

Wouldn't the consequences likely be threatening us, since we're the ones dangling a presumably irritated cat?

I don't see what consequences might weigh down upon the foes in here, since if our arm/hand survived dangling the cat well enough to let it drop at a chosen time, said cat would probably just land and leap right off any person below it.

While trying to figure this poem out, I was at one point imagining dangling a cat like you'd dangle a cat toy, and wondering how big another cat would have to be to have the dangling cat be toy-sized. . .

But of course, the consequence there, for the dangle-ee, would just be the possibility of some play with no ultimate payoff.
